The Minister for Finance, Dr Cassiel Ato Forson, says the government will not release any funds to contractors or other claimants until the Auditor-General completes a full audit of arrears owed by the state, which now exceed GH¢67 billion across 23 ministries.
Speaking during a meeting with Chief Directors of the various ministries last Friday April 4 2025, Dr Forson stressed the need for transparency and accountability in the management of public funds.
He made it clear that no payments would be made until the outstanding claims had been thoroughly vetted.
“As I pledged to Parliament, no payment will be made until a full audit is completed,” he said. “Not a single pesewa will be paid without the Auditor-General’s affirmative endorsement.”
According to Dr Forson, all Chief Directors have been instructed to cooperate fully with the Auditor-General by providing every document and detail necessary to verify the legitimacy of the arrears.
He added that the audit must also determine whether the claims are supported by valid commencement warrants, a condition he described as critical.
“The Auditor-General has been given enough time to complete this process. During this time, I ask for full cooperation and complete disclosure. Nothing must be withheld,” he said.
Dr Forson further clarified that, since assuming office, he has not authorised any payment to contractors and has no intention of doing so until the audit concludes.
“We owe it to the people of Ghana to manage public funds with the highest level of integrity and discipline,” he stated. “And that begins with clarity, audits, and responsible decision-making.”
