The Greater Accra Sustainable Sanitation and Livelihoods Improvement Project (GASSLIP) has been launched at the Swiss Spirit Hotel in Accra on October 11, 2018 with the aim of keeping Accra clean. The Sanitation and Water Resources Minister, Mrs. Cecilia Abena Dapaah, said that sanitation gives dignity hence the President's vision to declare Accra the cleanest city in Africa. Mrs Dapaah said that the project is achievable with collective effort adding that it will increase access to safe and sustainable sanitation for the residents of the Greater Accra Metropolitan Area (GAMA) with focus on urban and peri-urban poor residential areas.
The four year project will cost USD 63.8 million out of which the African Development Bank(AfDB) is providing USD 48.85 million while the Government of Ghana and the beneficiary communities will contribute the remaining USD 5.01 million.
The project, she said, will provide domestic and municipal levels with sanitation infrastructure, support skills development and livelihood improvements as well as enhance the capacity of sanitation service providers and the participating assemblies to improve the delivery and management of sanitation services within the areas. "The project is expected to impact positively on health and contribute to the socio- economic well being of people within the Greater Accra Metropolitan Area" she added. "This will help significantly towards the achievement of the Sustainable Development Goal (SDG) 6.2 , which aims to achieve access to adequate and equitable sanitation and hygiene for all by 2030" she said.
She appealed to the head of the project to be diligent at all times and assured AfDB of the Ministry's dedication to ensure the success of the project. She also proposed the replication of the project in other major cities in the country to accelerate the process of improving sanitation in the country.
The GASSLIP Project Coordinator, Mr Steven Ackon said that it is aimed at improving sanitation by providing toilet facilities in homes, connecting people to the sewer lines, provision of bins for assemblies that need them. Mr Ackon said that sensitization will be done in the various assemblies followed by baseline studies to determine the actual needs of these assemblies. Implementation teams within the assemblies will be available to assess people's needs and suggestions.
The Country Manager of AfDB Ghana Office, Dr Yero Baldeh, said that AfDB has been a true partner in Ghana's development efforts and has focused on infrastructure development, human capital development as well as support for improved governance.
He said that AfDB's current portfolio in Ghana comprises 21 operations totaling USD 754 million. Other flagship programs by the bank in the country include the Kotoka International Airport Terminal 3 Facility, the Fufulso road, the Savannah Productivity Improvement Project and the upcoming support to the Cocoa Sector.
Dr Baldeh urged stakeholders on the project to conform to the Bank's Code of Ethics especially in relation to its execution in areas such as management of funds, declaration of excesses, guiding principles in the various assemblies among others.He added that stakeholders must ensure that an effective and robust monitoring framework is established from the onset.
The launch included a presentation on ethics by the AfDB and a technical workshop for stakeholders.
