Indonesian President Susilo Bambang Yudhoyono agreed with a plan proposed by the Ministry for Law and Human Right to grant amnesty for certain convicts that are considered decrepit, sickly and children below 12 who have convict status, the Kompas daily quoted a minister as saying on Wednesday.
The first phase amnesty is in the form of clemency granted by the president.
The ministry is still working on a law umbrella for the clemency.
"We only have one consideration which is humanity. Maybe they should serve the punishment for several years more. But, from the point of view of humanity, should they deserve it? That's why we must reconsider it," the Minister for Law and Human Right Patrialis Akbar told the daily here on Tuesday.
According to the law about clemency, a proposal of the pardon should be submitted to the president. Convicts who have the right to gain clemency are those who have death penalty, life prison and at least a two-year sentence.
