India will add six per cent more oil refining capacity than planned by 2011-12 to take the installed capacity to 256 million tonnes per annum, Planning Commission said in its mid-term appraisal of the 11th Plan.
The total refining capacity in the country at the end of 10th Plan was at 148.97 million tonnes and was projected to growth to 240.96 million tonnes by 2011-12 (end of 11th Plan).
"The current refining capacity is 182.09 million tonnes per annum, reflecting about 36 per cent realisation of the 11th Plan target," it said projecting refining capacity to go up to 255.8 3 million tonnes in 2011-12.
Current refining capacity includes Reliance's second refinery (only for exports unit) at Jamnagar in Gujarat with a capacity of 29 million tonnes which started operations in
December 2008.
At present, three grassroot (or greenfield) refineries - Bhatinda, Bina and Paradip - are under construction.
Indian Oil Corp (IOC) is investing Rs 29,777 crore in building a new refinery at Paradip in Orissa with an installed capacity of 15 million tonnes while Bharat Petroleum Corp's
(BPCL) joint venture is investing Rs 11,397 crore in a 6 million tonnes unit at Bina in Madhya Pradesh.
Hindustan Petroleum Corp (HPCL) is spending Rs 18,919 crore in building a 9 million tonnes refinery at Bhatinda in Punjab.
"Besides this, some refineries are implementing expansion of the existing capacities at Panipat, Mangalore and Koyali at Vadodara," it said.
Mangalore Refinery is pumping in Rs 12,412 crore in expanding its 11.82 million tonnes refinery to 15 million tonnes.
Other capacity addition projects include Rs 2,869 crore expansion of IOC's Haldia refinery by 1.5 million tonnes to 7.5 million tonnes and Panipat unit expansion to 15 million tonnes (from 12 million tonnes) at Rs 1,008 crore.
HPCL will expand its 5.5 million tonnes Mumbai refinery to 7.9 million tonnes at a cost of Rs 295.46 crore and 7.5 million tonnes Vizag unit to 10 million tonnes at Rs 280 crore
investment.
Chennai Petroleum Corp is investing Rs 500.41 crore in
expanding its 9.5 million tonnes Manali unit to 11.1 million tonnes.
"The refining capacity target of 255.83 million tonne is expected to be achieved by the end of 11th Plan," Planning Commission said.
