Hamer-Webb, who left Cardiff for Leicester for the beginning of the 2025-26 season, makes his first start after his maiden Six Nations call-up.

The former Bath wing played age-grade rugby for England, but qualifies for Wales through his mother.

The 25-year-old will become the 1,221st men's international when he runs out at Principality Stadium this weekend.

Scarlets wing Mee drops out, while Cardiff's Josh Adams keeps his place having started the defeats against England and France.

"Gabe has impressed me in the way he's attacked training, the way he's adapted and the way he's settled into the squad," said Tandy.

"His training efforts have been outstanding.

"When you dig into his background at Leicester, even when he wasn't in the team, everyone said he was an amazing team player.

"He also kept pushing, he never gave up and then when he had his Leicester opportunity he took it with two hands.

"Now this opportunity has come up and it's thoroughly deserved."

Costelow, 25, last played for Wales when he started the 24-19 defeat against Japan in Kitakyushu in July 2025.

Ospreys fly-half Edwards has started the past seven matches in the Wales number 10 role and Harlequins half-back Jarrod Evans has been used as a regular replacement.

"Sam has been doing really well and, looking at his games against Northampton, Ulster and Bristol, he has responded to not being involved in the autumn," said Tandy.

"He has been super competitive in the environment as well. His kicking game is outstanding and defensively he is really good, but also the way that he attacks the game. He's an all-round good footballer.

"Dan has done well, he is a young man who has played a lot of rugby and with a six-day turnaround, it's a good opportunity to freshen the team up a little bit."

Dragons co-captain Carter replaces Montpellier lock Beard, who produced a glaring error against France.

Beard tried to put a kick through but it resulted in a try for France fly-half Matthieu Jalibert with television pictures showing Tandy reacting angrily.

When asked whether that Beard error had cost him his place, Tandy replied: "That's not the ultimate factor, there are a lot of things that you take into consideration.

"He is a seasoned international, he's done some amazing things for Wales and you are never going to drop him on just that one moment.

"We feel Ben is going to add value to the game. Adam played the last two games and we feel it's a good opportunity to get Ben in the team."

Carter, who came off the bench against England and France, has won 16 caps but has never started a Six Nations fixture.

Scarlets back rower Plumtree comes in at the expense of Leicester number eight Cracknell.

Wales have lost 23 out of the previous 25 internationals and suffered 13 successive Six Nations defeats.

The past home win in the tournament in Cardiff was against Scotland in February 2022.

The Principality Stadium crowd of 57,744 was the lowest attendance for a Wales home game in the Six Nations.

Scotland, who also name the team on Thursday, arrive in Cardiff having defeated England 31-20 in Edinburgh.

"This is our third game of the championship and we want to build on our performance," said Tandy.

"We want to see more consistent moments and back-to-back moments, which we feel if we get, we'll be closer to getting the outcome we want from games."
