The Democratic People's Republic of Korea (DPRK) firmly rejected South Korea's conditional proposal of holding a summit between the two countries' leaders later this month, a National Defence Commission spokesman said on Wednesday.
South Korea said the DPRK has to apologize first over the sinking of the South Korean corvette Cheonan and the artillery shelling on the Yeonphyong Island last year.
