The Driver and Vehicle Licensing Authority (DVLA) has clarified that the current fee for vehicle onboarding under its digital registration exercise is GH¢25, urging the public not to pay any amount beyond this charge.
In a statement issued on Tuesday, January 27, 2028, the Authority explained that the vehicle onboarding exercise, which “began fully in the year 2024,” is an ongoing process aimed at “verifying and migrating all manually registered vehicles onto a digital platform.”
The exercise, it said, is critical to the rollout of the digital licence plate system planned for later this year, once the amendments to LI 2180 are approved.
According to the DVLA, the onboarding process “requires the presence of the vehicle owner, the vehicle, registration documents and Customs Bill of Entry as well as the Ghana Card of the vehicle owner for biodata verification.”
The Authority disclosed that the full cost of onboarding is GH¢288.55, which covers the issuance of a Certificate of Title and a Vehicle Registration Card (VRC).
However, it said the fee has been reviewed in light of the impending introduction of a new licence plate system that will result in a change of all existing vehicle numbers.
“The Authority… has reviewed the onboarding process and determined a fee of GH¢25, which is the cost for biodata verification. This is to enable the successful migration onto the digital vehicle registration platform,” the statement said.
The DVLA stressed that “the fee of GH¢25 will NOT be accompanied with the issuance of a Certificate of Title and a Vehicle Registration Card,” adding that these documents can be obtained later during the acquisition of the new licence plates.
Highlighting the importance of the Certificate of Title and VRC, the Authority noted that the documents “establish ownership status and transfer records,” safeguard against “fraud, theft and unlawful transfer of title,” and also “provide ease in insurance acquisition” as well as reliable records of a vehicle’s history.
While acknowledging that some vehicle owners may need these services earlier due to personal circumstances, the DVLA said “the application for these services would also be available at all DVLA offices during the issuance of the new number plates.”
The Authority issued a strong warning to both staff and the public, stating that “at no point during the current onboarding process should a client be required to pay more than the stated GH¢25.”
It further urged members of the public to “deal directly with DVLA officers at our various stations,” ensure they “take official receipt,” and “report any staff of the Authority who may make financial demands beyond what has been stated in this release for action.”
