Governor of the Bank of Ghana (BoG), Dr. Johnson Asiama, has called for a unified national effort to reform and strengthen the Domestic Gold Purchase Programme (DGPP) and its associated Gold-for-Reserves (G4R) framework, amid revelations of significant financial losses recorded under the initiative.
His call follows the BoG’s clarification that the DGPP and G4R programmes incurred cumulative losses amounting to GH¢7.1 billion between 2022 and 2024. According to figures released by the Bank, the programmes recorded net losses of GH¢74.44 million in 2022, GH¢1.372 billion in 2023, and GH¢5.662 billion in 2024.
Speaking on the matter during the Public Accounts Committee hearing on Monday, January 12, Dr. Asiama urged stakeholders to move beyond blame and focus on reforms that will improve efficiency, protect national resources, and support economic stabilisation.
Dr. Asiama maintained that the programme can still be beneficial to the country if properly restructured, noting that the challenges predate 2025.
“Our appeal is to move in a unified manner. We want everyone to get on board to reform this better and to sharpen its efficiency so that it supports economic stabilsation and pour reserves build up going forward,” he said.
The BoG Governor disclosed that the central bank is set to engage the Ghana Gold Board (GoldBod) and other key stakeholders to review the programme. He also extended an invitation to experts in Parliament to participate in the discussions.
Dr. Asiama also warned that abandoning the programme entirely could worsen gold smuggling and revenue leakages, describing the scale of losses from illegal gold exports as “mind-blowing.”
“I believe that it can be made a win win. The losses are not new. They were there before 2025 so rather than apportion blame, let’s get to the table and see what we do further. We did a bit last year to reduce the charges.
“What can we do this year to sustain it? Either than that, going back to leave this space for the smugglers looking at how much we have lost as a country over leakages, it is mind-blowing. Our appeal is that we work together,” he said.
