Mr Alex Somuah Obeng, Kwahu West Municipal Chief Executive (MCE), on Monday said he would not approve payment of the assembly's debt of GH¢ 1,250,000.00 incurred by the previous administration without proper documents on it.
He said the debt was owed to a number of contractors for several uncompleted projects scattered throughout the municipality with most of them without proper documents.
Addressing the Second General Assembly Meeting at Nkawkaw, Mr Obeng said instead of the previous administration to concentrate on the award of few contracts to ensure their completion and payment, it embarked on several development projects, which their limited resources could not pay for.
The MCE said the assembly could not boast of a single completed development project since its creation five years ago.
He said; "The MCE, Municipal Co-ordinating Director, senior staff and decentralized departments are currently residing in rented houses".
Mr Obeng said while the contract document on the second phase of a market at Akuadjoo, a suburb of Nkawkaw, was GH¢ 4,000.00 the contractor was claming that the contract sum was GH¢ 46,000.
He expressed worry that some revenue collectors' salaries were more than the revenue they had been collecting and urged those collectors to back up.
Mr Obeng said the assembly had purchased a GH¢ 229,310 Grader on hire purchase to rehabilitate roads in the municipality and neighbouring districts for a fee.
He promised an open and transparent administration and appealed to staff of the decentralized departments to co-operate and give him the needed advice and support to develop the municipality.
The Presiding Member of the Assembly, Mr Agyenim Boateng, urged the assembly members to educate the people in their electoral areas on the need to honour their levies, tolls and other taxes.
He suggested the formation of a committee to monitor the commercial operation of the grader to generate adequate revenue.
