Dr Kwadwo Afari-Gyan, Chairman of the Electoral Commission (EC) on Tuesday spelt out guidelines for Special Voting for officials, who would be on duty during the December 7th polls.
The Chairman explained that only electorate voting within demarcated polling stations in their constituencies would be allowed to vote for both Presidential and Parliamentary.
Electorate voting outside their original Constituencies can only vote for Presidential, Dr Afari-Gyan told the Ghana News Agency in an interview to set right early voting misunderstanding at some of the polling stations.
Some Presiding Officers at the polling stations had attempted to prevent some potential electorate from voting for both Presidential and Parliamentary polls.
The EC Chairman explained that all electorate, who would be on duty on December 7th and wished to participate in the Special Voting, must be a registered voter at a Polling Station in the Constituency he or she intended voting to qualify to vote for Presidential and Parliamentary.
He said: "A person whose name is entered on the special voters list is entitled to vote at a polling station specified by the Commission.a person who is entitled to vote as a special voter shall not be entitled to vote otherwise at the election.
"No person shall vote at a polling station as a special voter unless his or her name is on the special voters list for that polling station."
He said: "At the close of polls the returning officer shall cause the ballot boxes to be kept in safe custody after the polls has closed and boxes have been sealed; arrange for the ballot boxes to be opened at the time of the counting of the votes cast on the polling day and the ballot papers shall be counted in the same manner as those contained in the ballot boxes used on the polling day".
Meanwhile Special Voting for Election 2008 by special duty staffs is progressing steadily throughout the country with no untoward incident being reported so far.
