The Democratic People's Republic of Korea n the two authorities as soon as possible, the official news agency KCNA reported.
According to the KCNA, the Asia-Pacific Peace Committee of Korea said in a notice sent to the Unification Ministry of South Korea on Monday that the DPRK has proposed talks between authorities, the Red Cross and military, thus all of the obstacles have been eliminated now.
"It's time to sit down and have a talk earnestly and constructively," said the notice.
All the issues concerned by both sides including apart relatives issues can be settled through talks, the notice added.
The government, political parties and social institutions of the DPRK issued a combined statement on Jan. 5 to propose unconditional dialogue with South Korean authorities to openly discuss the way to eliminate misunderstanding and
distrust as well as achieve peace and prosperity.
The DPRK sent a notice to South Korea on Jan. 10 to formally inform the latter of the practical measures for proposal of dialogue. The DPRK military proposed on Jan. 20 to hold north-south high-level military talks and South Korea accepted the proposal on the same day.
