Ghana’s Parliament has launched its Corporate Strategic Plan (2026–2030), a comprehensive roadmap aimed at enhancing institutional efficiency, strengthening oversight, and improving public service delivery.

Speaking at the launch at Parliament House on Thursday, February 12, Speaker of Parliament Alban Sumana Kingsford Bagbin said the strategic plan envisions an inclusive and proactive Parliament grounded in constitutional principles and guided by evidence-based decision-making.

The Speaker noted that the plan focuses on five key areas: legislative management; parliamentary oversight and accountability; parliamentary representation; parliamentary diplomacy; and parliamentary support services.

“Our particular focus is on strengthening parliamentary democracy, enhancing transparency, and accountability,” he emphasised.

Mr. Bagbin urged citizens to actively hold their leaders accountable, stating that good governance requires public vigilance. “Good governance is not just a given. It is the vigilance of all that keeps the politician behaving well,” he said.

According to the Speaker, the strategic plan is the result of extensive consultations and collaboration with stakeholders, including civil society organisations and development partners.

He described it as an ambitious framework capable of inspiring other parliaments and stressed that effective implementation would be key to its success.

First Deputy Speaker and Chairman of the Steering Committee, Bernard Ahiafor, said the new strategic plan positions Parliament to contribute meaningfully to the achievement of the Sustainable Development Goals (SDGs), the African Union’s Agenda 2063, and Ghana’s medium- to long-term development aspirations.

He explained that the plan includes an institutional assessment highlighting gains made under previous strategic plans while reaffirming Parliament’s vision, mission, and core values.

Mr. Ahiafor outlined outcome-oriented programmes under the plan, including strengthening legislative scrutiny and impact assessment, enhancing Members of Parliament’s capacity, promoting evidence-based lawmaking, and improving scrutiny of government policies, programmes, and public expenditure.

He noted that the new framework shifts from a goal-based to a programme-based approach, enabling improved tracking, accountability, and better alignment between daily operations and strategic objectives.

Mr. Ahiafor also announced members of the Steering Committee as Madam Gizella Tetteh-Agbotui, MP for Awutu Senya West; Kojo Oppong Nkrumah, MP for Ofoase-Ayirebi; Abdul-Rashid Pelpuo, MP for Wa Central; Richmond Edem Kofi Kpotosu, MP for Ho Central; and Emmanuel Kwasi Bedzrah, MP for Ho West.

Majority Leader Mahama Ayariga assured the Majority Caucus’ backing, describing the document as a homegrown strategy developed through broad consultations with citizens.

“This document is to ensure that members who come here perform the critical role of passing the best legislation, advocating for their constituencies, and holding other institutions accountable,” he said.

Deputy Minority Leader Patricia Appiagyei also pledged the Minority Caucus’ support to ensure effective implementation of the strategic plan.
