Dr. Emmanuel Akwetey, Executive Director of the Institute for Democratic Governance (IDEG), on Tuesday proposed that government should establish a Transitional Commission that would ensure the smooth handover of one democratic elected administration to another.
He said past experiences where a new government had to go through challenges in the handover of power did not augur well for the country's democratic dispensation.
Dr. Akwetey was speaking at the opening of the 7th International conference on Public Management, Policy and Development in Accra.
The three-day biennial conference, on the theme: "Transitional and sustainable approaches to improving development and administration."
It was organised by Ghana's Association for Public Administration and Management in collaboration with The Consortium for International Management, Policy and Development (CIMPAD).
The conference will provide opportunities for networking with national and international organizations for professional development and provide panel sessions to highlight research and new knowledge in various fields.
Dr Akwetey said the country's transitional rules, procedures, customs and practices, were set up since independence with different political regimes.
"We need to rationalise, harmonise and modernise them to correspond with the 21st century standards".
He said the absence of cohesion in the country, which had resulted in religious, political, ethnic and north-south divisions made it difficult to manage the transitional process.
Mr Sylvester Murray, Chairman for CIMPAD, said the conference would create a platform for participating countries to share best practices in both government and non-governmental institutions.
