President John Evans Atta Mills has stated his commitment to the judicious use of the development assistance obtained from China and the rest of his foreign trips.
He said under no circumstance would the confidence of the Chinese Government in his administration which had yielded massive development assistance for the realisation of the "Better Ghana" agenda, be wasted.
Mr Koku Anyidoho, Head of Communications at the Office of the President, said this when he briefed journalists in Tokyo on Tuesday, ahead of the arrival of President Mills in Japan, to kick start a four-day state visit.
"The President will never disappoint the Chinese. They have given the money for specific purposes; this is the beginning of the Chinese Government opening up to Ghana's economy and promoting further development in Ghana," Mr Anyidoho said.
President Mills was in China last week for a State visit, during which agreements to a number of development assistance packages running into tens of billions of dollars, were signed between Ghana and the Chinese Government, as well as the private sector.
The packages are meant for the development of the energy sector and allied industries, health, rail and road transportation, social services, the bauxite and aluminium industries, telecommunication and the growth of Ghana's democracy through her e-governance programme.
Mr Anyidoho said Ghanaians voted the Mills Administration into office based on its manifesto pledge of a "Better Ghana" under which Government promised to improve the lives of Ghanaians through job creation, investment in people, infrastructural development, a strong economy, the creation of opportunities for all, and running an open, honest , transparent and accountable government.
According to Mr Anyodoho, the President's role was critical in redeeming the pledge to Ghanaians and that he would not waver to ensure that the funds were used to the specific targets outlined in the package.
He recalled that Chinese President Hu Jintao and President Mill had known each other for more than a decade, while they served as Vice Presidents of their respective countries, adding that President Mills' credibility runs exceedingly high.
"Consequently, President Mills has made it clear the success of the deal touches on his personal integrity and that of the nation and would, therefore, ensure that accountability and transparency are adhered to in the implementation of the projects that the package covers," Mr Anyidoho stated.
He added that President Mills in an address to the Ghanaian community in China, cautioned against dishonesty and questionable fronting during the implementation of the projects, saying that the success of China's assistance to Ghana would be a launch pad for assistance to other countries in Africa.
Consequently, he said, the President had directed that any person found to be engaged in fraudulent activities in the projects should be reported directly to him.
On the itinerary of President Mills in Japan, Mr Anyidoho said the President would hold talks with the Japanese Prime Minister Naoto Kan, and pay a courtesy on the Japanese Imperial Majesty Akhito.
He would also interact with the Japan Federation of Economic Cooperation, a federation of leading Japanese companies, and meet the African Diplomatic Corps.
President Mills is being accompanied by a delegation of Ministers of State, business people and entrepreneurs on the trip which is to foster stronger bilateral relations between Ghana and Japan.
President Mills is expected back home in Accra on Sunday.
