A Turkish national detained on Saturday on arrival in Kenya's capital, Nairobi, is scheduled to appear in court on Monday.
Harun Aydin was seized by immigration officials after he returned from a private trip to neighbouring Uganda. The reason for his arrest is not yet clear.
Kenya's Deputy President William Ruto was meant to be part of the trip on a chartered plane last Monday, but was barred from leaving the country at the last minute.
Mr Ruto told a local television station that he was blocked from travelling because he lacked clearance for the trip. He said it was the first time such a clearance was asked in his nine years as deputy president.
He later tweeted that Mr Aydin's arrest was a "tragedy of political pettiness".
