The governor of Lagos has told the BBC he aims to increase the health budget of the Nigerian state by a maximum of 20%.
Babajide Sanwo-Olu said previous governments had failed to provide sufficient funding.
Lagos continues to be the epicentre of the country's Covid-19 outbreak, with a total of 1,183 confirmed cases and 30 deaths.
Following a five-week lockdown in the cities of Lagos, Abuja as well as Ogun state, restrictions were relaxed on Monday, and banks and markets re-opened.
That is despite the number of positive cases increasing by almost 50%.
But Mr Sanwo-Olu defended the decision, saying: "It’s always easy to say it’s not the right time”, adding that the situation was being monitored on a daily basis.
The governor admitted that there had been a lot of social unrest during the lockdown, and that a number of workers who depended on daily wages had been hit hard.
Mr Sanwo-Olu also pledged to ramp up testing following widespread criticism about a lack of facilities.
