The government is introducing artificial intelligence (AI) and digital tracking systems to curb revenue leakages at Ghana’s ports and borders, following a GH¢1.6 billion shortfall in customs collections during the first half of the year.

Finance Minister Dr Cassiel Ato Forson disclosed this in Parliament on Thursday, July 24, 2025, during the presentation of the 2025 Mid-Year Budget Review.

According to Dr Forson, customs revenue fell short of the target by 12.7 per cent between January and June, mainly due to under-declaration, misclassification of imports, and the smuggling of goods, particularly marine gas oil, across land borders.

“Mr Speaker, despite overall revenue performance being on track, customs revenue recorded a shortfall of GH¢1.6 billion,” he told the House. “This is due to systemic leakages at major customs collection points, especially the Tema Port.”

Dr Forson said the government is responding by deploying an advanced cargo information system and applying AI to verify the origin, classification, and valuation of goods. These tools, he explained, are designed to reduce human interference and limit manipulation in the customs assessment process.

“These interventions are aimed at minimising distortions, increasing transparency and ensuring that the state receives what it is due,” he said.

The reforms will be implemented in collaboration with the Ghana Revenue Authority and the Ghana Ports and Harbours Authority, with enforcement support from the country’s border security agencies.

The decline in customs revenue is expected to affect the government’s ability to meet its funding obligations in areas such as health, education, and infrastructure. Customs duties have traditionally formed a key part of non-oil domestic revenue.

Dr Forson assured Parliament that the Ministry of Finance will monitor the impact of the measures and provide regular updates on progress.
