Road Safety Advocates Ghana (RoSAG) has monitored with worry a publication on Ghanaweb on the above subject (https://www.ghanaweb.com/GhanaHomePage/NewsArchive/Mahama-Camboo-operators-must-register-with-recognised-unions-1337905?audio=1) attributed to the Assistant Commissioner of Police (ACP), Mr Peter Anombugri Ndekugri, the new Upper West Regional Police Commander at a maiden encounter with the media in Wa to outline some new security strategies.
Though he sought to advance measures to address security challenges in the region, his suggestions that all Mahama camboo operators must register with recognized unions to operate was very irresponsible, insensitive and offensive. The Assistant Commissioner of Police ought to know that his prescription was particularly unlawful at variance with the very laws he is required to enforce.
Regulation 128 of the Road Traffic Regulations 2012, (L.I.2180) prohibits the use of motor-cycles or tricycles for fare paying passengers. it provides that;
(1) No motor cycle or tri-cycle shall be registered to carry any fare paying passengers
(2) A person shall not use, cause or permit to be used a motor cycle or tri-cycle for commercial purposes.
(3) A person shall not ride on a motor cycle or tri-cycle as a fare paying passenger
(4) A person who contravenes sub-regulation (1), (2) or (3) commits an offence and is liable on summary conviction to a fine not exceeding twenty-five (25) penalty units or to a term of imprisonment not exceeding thirty (30) days or both.
With the law above, RoSAG demands an immediate revision of the directive by ACP Mr Peter Anombugri Ndekugri to discourage similar actions from other police chiefs or encourage the impunity by owners of the ‘Mahama camboo’ and its attendant problems for road safety.
RoSAG, will seize this opportunity to call on the IGP to prioritize the training of his officers in Road Traffic Regulations as the posture of ACP Mr. Peter Anombugri Ndekugri albeit regrettable, reflects the attitude of most law enforcement officers and must be urgently addressed.
